OxfordAQA and Pakistani universities: what IBCC equivalence says

The Inter Boards Coordination Commission (IBCC) is the body the government has trusted to judge whether a foreign qualification matches Matric or Inter. Its FAQ says that recognition is what lets foreign qualifications count for admission to local programmes and for jobs. So for an OxfordAQA student, the first question isn't whether one university likes the board. It's whether IBCC will convert your grades.

It does. This guide covers what IBCC has published about OxfordAQA, how your grades become marks, and what's still unclear. All of it is from IBCC's own pages, read on 21 October 2026.

OxfordAQA is on IBCC's list

IBCC keeps a list of foreign exam boards it has registered. Oxford International AQA Examinations Limited is number 8 on it. Two qualifications are approved:

  • OxfordAQA International GCSEs, in the SSC Relevant Group. SSC is the Secondary School Certificate, or Matric.
  • OxfordAQA International AS and A-levels, in the HSSC Relevant Group. HSSC is the Higher Secondary School Certificate, or Inter.

The registration started on 1 October 2025 and runs until 30 September 2029. IBCC's notification, dated 24 December 2025, says the qualifications were approved "as per equivalence policy of IBCC". That means the normal rules for British-system students apply to you too.

One line on the same page is worth reading twice. Registering a board, IBCC says, doesn't automatically mean every qualification it offers is recognised. Equivalence still depends on your level, subjects and subject combination. Only the two qualifications above are listed for OxfordAQA.

The subjects you need

IBCC's page on the British system sets the same subject rules for every board. If you sat your exams in Pakistan, Matric equivalence needs eight O Level or International GCSE subjects. Five are compulsory: English, Mathematics, Urdu, Islamiyat and Pakistan Studies. The other three are electives, and the lowest pass IBCC accepts is grade E.

For Inter, you need three A Level subjects at grade E or above, on top of the eight. Which three depends on the group you want:

  • Pre-Medical: Physics, Chemistry and Biology.
  • Pre-Engineering: Physics, Chemistry and Mathematics.
  • Computer Science: Physics, Computer and Mathematics.
  • Humanities: any three academic subjects.

The Science group at Matric level also needs Physics and Chemistry, plus Biology or a computing subject. If you plan to study medicine later, Biology is a must.

Before you pick subjects, check that OxfordAQA offers them at the level you need. Its subject list includes International GCSE Urdu, Islamiat and Pakistan Studies, so the five compulsory subjects are covered.

How a 9 becomes a mark

OxfordAQA International GCSEs are graded 9 to 1, with 9 the highest. IBCC has a table for numeric grades next to its letter grade table:

  • 9: above 90
  • 8: 87
  • 7: 82
  • 6: 77
  • 5: 70
  • 4: 60
  • 3: 50
  • 2: 40
  • 1: not counted

A Levels use letters. An A is 85, a B is 75, a C is 65, a D is 55 and an E is 45. An A* counts as above 90, and IBCC publishes the exact A* marks subject by subject for each year's session.

These are the numbers your Matric and Inter equivalence marks are built from.

What isn't clear yet

The tables sit under a heading that names GCSE, IGCSE and GCE O and A Levels. They don't name OxfordAQA. Because IBCC approved OxfordAQA under its normal policy, the same tables should apply, but IBCC doesn't say so in words. If your offer depends on it, email the IBCC office before you apply.

We also looked for Pakistani universities that name OxfordAQA on their own admission pages. We found none. OxfordAQA's list of universities that recognise it doesn't include a Pakistani one either. Its own page points to IBCC's approval as the route into Pakistani universities.

Applying

IBCC asks for a completed application form, your full record from grades 9 to 12 with the original result documents, and your CNIC or B-form. It may ask for other papers case by case. Head office is in Islamabad, with regional offices in Karachi, Lahore, Peshawar, Quetta and Bahawalpur.

Official pages
